Democratic dark money juggernaut behind Biden-allied group targeting House GOP



 

A President Joe Biden-allied nonprofit group aiming to investigate House Republicans next Congress has been almost completely bankrolled by an influential Democratic-linked dark money organization, records reveal.

The Democratic strategist-led Congressional Integrity Project has raked in $1.5 million combined from Sixteen Thirty Fund, a 501(c)(4) nonprofit group managed by Arabella Advisors, the largest left-wing dark money network in the United States. This sum accounts for nearly all of the funding that CIP received between 2020 and 2021, according to its tax forms reviewed by the Washington Examiner, providing a further glimpse into how Arabella wields significant influence over the liberal pop-up group ecosystem.

In 2020, Sixteen Thirty Fund gave $1 million to CIP, which accepted $907 from another source, according to tax forms. Then, in 2021, CIP, which is also a 501(c)(4) nonprofit group, received $500,000 from the fund and only $4 from another entity, tax forms reveal.

"The name of the group that defends Democrats and attacks Republicans used to be the 'Democratic Party.'" Scott Walter, president of Capital Research Center, a conservative investigative think tank, told the Washington Examiner. "Now, it’s 'Arabella Advisors,' a multibillion-dollar 'dark money' powerhouse that pops groups like CIP into existence as needed to serve Democrats and their megadonors."

Arabella is a consulting firm in Washington, D.C., that has been dubbed a "dark money" behemoth because the five nonprofit groups that it manages, including Sixteen Thirty Fund, do not disclose their donors and sponsor pop-up liberal groups that, in turn, don't file tax forms with the IRS.

The grants that Sixteen Thirty Fund gave to CIP were for "civil rights, social action, [and] advocacy," according to its tax forms. Sixteen Thirty Fund hauled in $190 million in 2021 and, between January and September, steered $6.2 million to left-wing political action committees.

In 2021, the Atlantic dubbed the Sixteen Thirty Fund "the indisputable heavyweight of Democratic dark money," describing Arabella as managing the “massive progressive dark-money group you’ve never heard of."

CIP, which is being led by seasoned Democratic operatives who have worked for former President Barack Obama and Hillary Clinton, has said it will push back on the expected slew of GOP-led investigations next Congress. Those investigations will purportedly focus on the alleged politicization of the Justice Department, Hunter Biden's business dealings, the Biden administration's withdrawal from Afghanistan, the southern border crisis, and COVID-19 origins.

"These investigations are revenge for the past two years of Biden working every day for all Americans, not the special interests," CIP says on its website. "We’ll focus on spurious investigations designed to hurt the Biden administration and Democrats and to usher Donald Trump back into power — none of which address the real challenges affecting the daily lives of Americans."

"CIP is fighting back against these politically motivated attacks," the group also says on its website.

Kyle Herrig, CIP's executive director, heads up a liberal advocacy group called Accountable US that used to be a project of the New Venture Fund, another group managed by Arabella. The New Venture Fund has paid roughly $9 million between 2019 and 2021 to Accountable US, tax forms show.

CIP, which relaunched after operating minimally in 2020, is one of several left-wing groups aiming to investigate House Republicans. Another is Facts First USA, which counts longtime Democratic activist David Brock as president. Brock previously founded Media Matters for America, a watchdog group, and also American Bridge 21st Century PAC, a liberal opposition research group.

Democratic staffers in Congress and lawmakers have reportedly been briefed about CIP and its relaunch. The organization is gearing up to dish out opposition research and also aims to buy ads and engage in public opinion research, Politico reported.

CIP published an article on Dec. 21 titled, "Meet James Comer: Excuse Maker for Trump’s Illegal and Unconstitutional Actions." Comer, who will be chairman of the House Oversight and Reform Committee next Congress, is described by CIP as seeking "power to pursue the radical agenda of his MAGA allies."

"When Donald Trump says to 'jump,' James Comer will ask 'how high,'" says the CIP article.

The Congressional Integrity Project did not respond to a request for comment.
